Bill is an experienced leader with extensive knowledge of public policy and a commitment to serving others. A passionate champion for arts and culture and their contributions to society, he is also a pragmatic problem-solver with demonstrated relationship building skills in the public and private sectors.

His broad lobbying experience, regulatory background, and 10+ years of political involvement has enabled him to gain a thorough understanding of how public policy is implemented. He is respected and known as a resource and representative of the arts and humanities in Ohio, both at the statehouse before lawmakers and across the state representing cultural organizations. He has cultivated strong, bipartisan relationships with key policymakers, staff, and stakeholders; best reflected by the fact that he has successfully represented and won major legislatives battles for diverse interests and industries.

Prior to launching Behrco, Bill served as Executive Director of Ohio Citizens for the Arts, where he helped secure $34.5 million dollars for state arts funding in FY2020-21, the highest total of arts funding in Ohio’s history.

Bill is also an attorney with deep experience in the area of public policy and a sophisticated understanding of state government. He has a decade of state government experience in both the public and private sectors. He previously served as the Senior Attorney Rules Analyst for the Joint Committee on Agency Rule Review (JCARR), reviewing over 9,000 state rule actions filed each year to ensure compliance with applicable laws and as the Director of Regulatory and Government Affairs for the Ohio Petroleum Marketers and Convenience Store Association (OPMCA), overseeing all government affairs and advancing the state regulatory policy priorities of OPMCA. Bill is a published author, co-writing Chapter Two of “The Rulemaking Function” in the 2012-2013, 2013-2014 editions of Baldwin’s Ohio Administrative Law Handbook and Agency Directory.

Bill has a wealth of political experience, beginning in law school when he externed for the chief legal counsel for the Ohio Senate Majority. He has worked on a wide variety of local, state, and federal campaigns, and served as lead researcher for an Ohio Attorney General race and as campaign manager for a successful Ohio House of Representative race.

Bill earned his J.D. from Capital University in 2010 with a concentration in governmental affairs. He earned his B.A. from The College of Wooster in History with a minor in Political Science.

Bill and his wife, Ashley live in Bexley, with their two sons, JP and Noah. He is a mentor in the Central Ohio Big Brothers Big Sisters program, and a contemporary art collector.
